Louisiana DCFS Fraud and Recovery Case Management (CMIS)
Background
In 2003, the Louisiana Department of Children and Family Services needed a modern system to manage investigations of public assistance fraud, primarily involving the SNAP program. The agency partnered with Blue Streak Technologies to replace paper based processes with a workflow driven platform.
The Challenge
DCFS investigators required a single system to manage intake, case tracking, investigative documentation, prosecution activities, sanctions, and recovery. The State also needed analytics to identify fraud trends using SNAP EBT transaction data.
Blue Streak's Role
Blue Streak designed and implemented the Case Management Information System (CMIS) on the OpenText (Metastorm) BPM platform. The solution included fraud hotline and web based intake, investigation and documentation workflows, prosecution and sanction tracking, recovery management, GIS based analytics using daily EBT feeds, and integrated reporting. Blue Streak also developed related DCFS systems, including the Fraud Hotline and Adoption Sealed Records applications.
Modernization
In 2022, Blue Streak modernized CMIS to the OpenText AppWorks platform, improving scalability and integration capabilities while maintaining the system's core functionality and proven design patterns.
Impact
CMIS has supported Louisiana's fraud detection and recovery operations for nearly twenty years. The platform remains a critical component of the State's eligibility and case management ecosystem and continues to evolve under Blue Streak's support, demonstrating the longevity and value of properly designed government systems.

New Jersey SIROMS
Background
After Superstorm Sandy in 2012, the New Jersey Department of Community Affairs needed a statewide system to manage recovery programs funded through HUD CDBG Disaster Recovery grants. The State required a centralized platform to streamline application intake, eligibility, compliance, and payment processing at scale. Blue Streak Technologies was selected as a key development partner based on its proven success with large disaster recovery systems in Louisiana.
The Challenge
New Jersey needed a unified system to manage thousands of applicants, incorporate complex federal rules, provide financial oversight, and maintain transparent reporting across every recovery program. The solution needed to support both citizens and program staff while ensuring compliance with federal and state audit requirements.

Puerto Rico COR3 Disaster Recovery System
Background
After Hurricanes Maria and Irma devastated Puerto Rico in 2017, the island established the Central Office for Recovery, Reconstruction, and Resiliency (COR3). Its mission was to coordinate reconstruction and manage billions in federal recovery funds. In 2018, COR3 began development of the Disaster Recovery System (DRS), a unified technology platform to support program delivery across the entire island.
The Challenge
Puerto Rico required a system that could handle large federal funding streams, support municipal and territorial government partners, and provide transparency to ensure responsible use of recovery funds. The platform needed to modernize how recovery projects were tracked and managed.
Blue Streak's Role
Blue Streak was selected as a subcontractor based on its success supporting Louisiana's Road Home program and New Jersey's SIROMS initiative. The team contributed to development of several core components in the DRS platform.

Hammond Northshore Regional Airshow Mobile Application
Background
The Hammond Northshore Regional Airshow is a major Louisiana aviation event attracting thousands of attendees annually. The event requires sophisticated real-time communication, vendor coordination, schedule management, and public safety messaging. The Airshow previously relied on printed materials, social media posts, and a static website — an approach that struggled to keep pace with attendee needs and operational demands during peak event days.
The Challenge
The Airshow needed a mobile-first solution that could deliver real-time schedule updates for performances and vendor activities, provide an interactive vendor map with detailed listings, centralize announcements and emergency alerts, and reduce strain on staff through automation. Limited cell service during the event added another layer of complexity, requiring robust offline functionality.
